Instructions

  • Preheat oven to 350°F (175°C) and grease an 8×8-inch baking dish.
  • In a bowl, whisk together flour, cocoa powder, baking powder, salt, granulated sugar, and brown sugar.
  • In another bowl, whisk melted butter, eggs, vanilla extract, and milk until smooth.
  • Gradually add wet ingredients to dry ingredients, stirring until just combined.
  • Pour the batter into the prepared baking dish and spread evenly.
  • For the gooey topping, heat heavy cream and melted butter in a saucepan over low heat. Add chocolate chips and stir until smooth and melted.
  • Pour the chocolate topping over the cake batter—do not mix.
  • Bake for 30-35 minutes until the edges are set, but the center remains gooey and soft.
